Supplemental Advice Letter No. 516-A is filed on behalf of all DOWC districts for General Rate Cases to modify Annual General Metered Service Rate Readiness to Serve Charges.  Following the catastrophic wildfire in Butte County (The CAMP Fire) in which four of DOWC’s DISTRICTS sustained heavy losses, DOWC needs to adjust previously authorized sales forecasts for the affected districts and reallocate its statewide and regional operating expenses for 6,470 customers compared to the prior count of 8,548 customers.
 
After compiling all potential viable rate structures to include not only loss of revenue, but a true up of operational costs for the twenty (20) DOWC DISTRICTS, the utility now comes forth supplementing its original filing of December 20, 2019. It has been determined in consultations with Public Utilities Commission staff that the only fair distribution of costs is to charge all customers throughout the 20 DOWC DISTRICTS the same additional Statewide Stabilization Rate of $20.00, and DOWC respectfully requests that the Commission Staff review this proposal so DOWC may modify its Annual General Metered Service Rates to reflect the monthly losses of approximately $100,000 DOWC has incurred and bring its revenue requirement back to a reasonable rate of return on its assets.
