Subject To establish a supplement to Rule No. 3, Application for Service, paragraph F, Application for Restoration of Service Following a Declared Disaster of Other Catastrophe, requiring a refundable deposit for contaminant testing prior to requesting service.

Purpose The purpose of Advice Letter No. 519 is to add a proviso to Rule No. 3 for the applicant who is applying for service following a declared disaster or other catastrophe where a governmental agency (or agencies) requires the testing of the service line for contamination prior to DOWC authorizing a connection. Paragraph F is drafted to provide an advanced deposit equal to the cost of testing, to be refunded after service is restored. DOWC finds that some applicants apply for service who, after the required testing, fail to follow through and connect. This is a financial burden on DOWC, considering that after the 2018 CAMP Fire, the loss of over 2,200 connections may incur costs of $200,000 or higher.
