With Advice Letter 521, Del Oro has requested an extension of the Catastrophic Wildfire Surcharge, due to expire May 31, 2020. Del Oro filed Advice Letter 516, a Statewide Stabilization Rate Case, in December 2019 to reallocate revenue and expenses. However, due to the COVID-19 crisis, Del Oro does not anticipate that the Statewide Stabilization GRC will be approved before the expiration of the surcharge. This filing seeks to extend the surcharge until the Statewide Stabilization GRC is approved and in effect.

With the approval of Resolution No. W-5193, dated May 30, 2019, Del Oro Water Company is authorized to file revised rate schedules for each district to include the surcharge of $10.54 per customer per month, and to concurrently cancel its presently effective rate schedules.

APPLICABILITY This surcharge applies to all water bills rendered under all tariff rate schedules authorized by the Commission.

TERRITORY This schedule is applicable within all districts served by the utility.

MONTHLY SURCHARGE The monthly surcharge for the twelve months applicable to all districts is $10.54 per monthly billing cycle.

DOWC has duly established the required Lost Revenue Memorandum Account effective November 9, 2018 following Governor Brown’s November 8, 2018 proclamation of a State of Emergency for Butte County. The Memo Account will track the lost revenue associated with the November 2018 CAMP Fire as well as cost savings associated with lower sales on volume-related items such as power, and any insurance or litigation proceeds received by DOWC for the specific purpose of offsetting lost revenue.
