Walnut Ranch District serves the subdivision known as Walnut Ranch Unit 1 and vicinity, approximately one mile south of Colusa, in Colusa County, California.

Please read the notice which was mailed with the July 27, 2016 bills. The complete list of restrictions can also be found in Rule 14.1. Alternate watering days and water prohibitions are in effect for ALL Districts.


Due to excess sand in the wells, Del Oro has activated the emergency intertie with City of Colusa.
All water is currently being supplied by the City of Colusa. This will continue indefinitely.
Customers may experience lower water pressure while the intertie is in use.

The Critical Water Supply Improvement Project is currently on hold, pending negotiations with the City of Colusa.

The Service Charge is a Flat Rate Charge which is applicable to all residential water service.

A 1.44% surcharge is required to be added to all customers' bills, which is calculated on all amounts due and is forwarded to the Commission throughout the year.

Special Conditions - Walnut Ranch Annual General FLAT Service
  1. The above flat rates apply to a service connection not larger than 1-inch in diameter.
  2. The annual service charge applies to service during the 12 month period commencing January 1 and is due in advance. If a permanent resident of the area has been a customer of the utility for at least 12 months, the resident may elect, at the beginning of the calendar year, to pay prorated service charges in advance at intervals of less than one year in accordance with the utility's established billing periods.
  3. The established billing cycle for water used is monthly.
  4. The opening bill for meter service, except upon conversion from flat rate service, shall be established after the first day of any year, the portion of such annual charge applicable to the current year shall be determined by multiplying the annual charge by one three-hundred-sixty-fifth (1/365) of the number of days remaining in the calendar year. The balance of the payment of the initial annual charge shall be credited against the charges for the succeeding annual period. If service is not continued for at least one year after the date of initial service, no refund of the initial annual charges shall be due the customers.
  5. All bills are subject to the California Public Utilities Commission (CPUC) Reimbursement Fee set forth in Schedule No. UF.
  6. A late charge will be imposed per Schedule No. LC.
  7. In accordance with Section 2714 of the Public Utilities Code, if a tenant in a rental unit leaves owing the company, service to subsequent tenants in that unit will, at the company's option, be furnished on the account of the landlord or property owner.
  8. As authorized by the California Public Utilities Commission all bills are subject to a one-time Surcharge of $77,334.44 over approximately thirty-six (36) billing cycles at $28.77 per customer, per month as approved in Advice Letter No. 366-A. This charge reflects an audited amount due against the Full Cost Water Supply Balancing Account from June 2012 thru November 2013.
  9. To recover $93,845.29 for reimbursement of costs associated with Emergency Transmission Intertie Project and the proposed Colusa Industrial Park Intertie Project, a surcharge of $20.58 per service connection is to be applied to each bill from the effective date of Resolution W-5083 and Advice Letter No. 424 for Sixty (60) months or until the full amount is collected.
Low-Income Rate Assistance (LIRA) Walnut Ranch

  1. LIRA Household: A LIRA household is one for which the total gross income from all persons living in household is less than or equal to the maximum household income level for the CARE programs approved by the Commission. Pacific Gas & Electric Company’s (PG&E) CARE program will be applicable to customers residing within PG&E’s service area. In line with currently authorized water utility low-income assistance programs, the Commission adopted the income eligibility guidelines published annually by the Energy Division applicable to the CARE program (California Alternative Rate for Energy) available to energy customers. The income guidelines used in the CARE programs are based on 200% of the federal poverty income guidelines at different household sizes. Total gross income shall include income from sources, both taxable and non-taxable. The applicant must be who is named on the bill and must not be a person who is claimed as a dependent on another person’s income tax return.

  2. Application and Eligibility Declaration: Proof of active participation in a CARE program or an Application and eligibility declaration on a form authorized by the Commission is required for each Request for service under this schedule. Renewal of a customer’s eligibility declaration may be required consistent with CARE program renewal requirements, but not more often than annually. Customers, excluding qualified non-profit group living facilities, qualified agricultural employee housing facilities, and migrant farm worker housing centers, are eligible to receive service under this rate schedule at no more than on residential location at any one time, and the rate applies only to the customer’s permanent primary residence.
  3. Commencement of Rate: LIRA rates become effective upon Commission approval. After LIRA rates are effective eligible customers shall be billed on this schedule commencing no later than one billing period after receipt and approval of the customer’s application by the Utility.
  4. Verification: Information provided by the applicant is subject to verification by the Utility. Refusal or failure of a customer to provide sufficient documentation of eligibility acceptable to the Utility, upon the request of the Utility, shall result in removal from this rate schedule. Failure to comply with any terms of the LIRA program shall result in removal from this rate schedule.
  5. Notice from Customer: It is the customer’s responsibility to notify the Utility within thirty (30) days if there is a change in the customer’s eligibility status.
  6. Customers may be re-billed for period of ineligibility under the applicable rate schedule.
  7. All bills are subject to the reimbursement fee set forth on Schedule No. UF.
