Arbuckle District serves the subdivision known as Almond Ranch Estates and vicinity, approximately 5 miles north of Arbuckle, in Colusa County, California.

June 9, 2021: Customers are asked to voluntarily conserve water due to this year's extremely dry conditions. Please read the NOTICE that was mailed with the June 9, 2021 bills.

Well Status

Del Oro has changed reporting from "water level (feet) below surface" to "water level (feet) above well pump."  We believe this measurement makes it easier to visualize the current water level. Reporting has been simplified to one level per month to make it easier to compare across years. Larger numbers mean more water is available.

10/05/15: Well #2 installation has been completed and all safety tests have passed. BOTH WELLS ARE NOW FULLY FUNCTIONAL AND IN OPERATION.

9/30/15: Final work on the installation of Well #2 is expected to be completed this week.

9/11/15: The delayed part has finally arrived. The installation of Well #2 is now scheduled for the week of September 14th.

8/26/15: Well #1 is fully upgraded and online.  The installation of Well #2 will commence in approximately 1 week, pending the arrival of a part.

8/18/15: Updates: Installation has been delayed due to an issue with the well rig truck.  The truck is repaired and installation will be commencing today. Also, good news: The new pumps will be able to be activated without interrupting water service: There will be no water outage.

8/7/15: Anticipated Installation Schedule:

  • Week of 8/10/15 - Both 150 amp disconnect switches will be changed out and the new well pump for Well 1 will be installed. There will be a water outage of 2 to 4 hours; customers will be notified by door tag 1 to 2 days in advance.
  • Week of 8/17/15 - The parts for Well 2 are scheduled to arrive and the well pump for Well 2 will be installed. No water outage is expected during this installation.

7/27/15: The public is invited to attend an informal briefing at 6:30PM on Thursday, July 30, 2015 at Mex Kal Family Mexican Restaurant, 301 5th St., Arbuckle, CA 95912. Representatives will be present from Del Oro Water Company, Ludhorff and Scalmanini Engineering, and the State Water Resources Control Board (formerly called the CA Department of Public Health, Water Division). View the notice mailed 7/27/15 View the Engineers' Memorandum which was available at the public meeting.

7/17/15: Del Oro's intermediate action plan is to re-activate the second well once all necessary upgrades are installed. The exact date of re-activation is not yet know. In the autumn, Del Oro will be deepening both wells by approximately 100 feet.

7/15/15: Del Oro has received the emerency upgrades necessary for the (2) wells. Currently out to bid waiting for estimates.

The Service Charge is a Readiness to Serve Charge which is applicable to all metered water service and to which is added the charge for water used, computed at the Quantity Rate below.

California Public Utilities Commission (CPUC) Reimbursement Surcharge
A 0.8% surcharge is required to be added to all customers' bills, which is calculated on all amounts due and is forwarded to the Commission throughout the year.

Special Conditions - Arbuckle Annual General Service
  1. The annual service charge applies to service during the 12 month period commencing January 1 and is due in advance. If a permanent resident of the area has been a customer of the utility for at least 12 months, the resident may elect, at the beginning of the calendar year, to pay prorated service charges in advance at intervals of less than one year in accordance with the utility's established billing periods.
     
  2. The established billing cycle for water used is monthly.
     
  3. The opening bill for meter service, except upon conversion from flat rate service, shall be established after the first day of any year, the portion of such annual charge applicable to the current year shall be determined by multiplying the annual charge by one three-hundred-sixty-fifth (1/365) of the number of days remaining in the calendar year. The balance of the payment of the initial annual charge shall be credited against the charges for the succeeding annual period. If service is not continued for at least one year after the date of initial service, no refund of the initial annual charges shall be due the customers.
     
  4. All bills are subject to the California Public Utilities Commission (CPUC) Reimbursement Fee set forth in Schedule No. UF.
     
  5. A late charge will be imposed per Schedule No. LC.
     
  6. In accordance with Section 2714 of the Public Utilities Code, if a tenant in a rental unit leaves owing the company, service to subsequent tenants in that unit will, at the company's option, be furnished on the account of the landlord or property owner.
     
  7. The CPUC granted and approved on January 1, 2020, for the Arbuckle District an Interim Rate Increase, followed by Resolution No. W-5229 dated August 6, 2020, granting a General Rate Increase and eliminating the $10.54 Lost Revenue Surcharge. With approval of this Advice Letter No. 523, DOWCAR is granted reimbursement of the under-collected revenues in the amount of $6,406.83 as a one-time surcharge over approximately forty-eight (48) billing cycles at $2.38 per customer per month, or until the net shortfall is reimbursed. If over-collection of funds occurs, a credit will be issued to the customers.
