Our field tech discovered today a section of mainline in the meadow that was exposed due to erosion caused by the flooding. You can see how destructive the flood waters were in the bend of the pipe.

PINE MOUNTAIN & PINE FLAT: The outage over the weekend was due to a malfunctioning breaker panel. Our electrician bypassed the panel temporarily while the new one is on order.

Del Oro has spent approximately $48,000 on emergency costs for California Pines District since the flooding began.

PINE MOUNTAIN: We received favorable results last week from our first round of testing, but the State is requiring two rounds of samples to determine when it is safe to drink. We took second round samples yesterday, but have not yet received those results. We will update you when the State allows us to lift the Do Not Drink Order, which could be as late as Friday, 4/7/2023.

As a reminder, water is still considered NON-POTABLE (non-drinkable) until lab results confirm that it is safe to drink.

PINE FLAT: Service has been restored to all customers except three homes located off Capinero Creek. These will remain off as we work with those customers individually to replace their services and meters.

For customers who are considering renting or purchasing a portable water tank, the Division of Drinking of Water (DDW) will consider this an illegal cross-connection in the system. Therefore, we are advising customers not to do this at all. If DOWC finds a tank on your property, and you do not have a backflow prevention device, DOWC can shut off service to your property to avoid contaminating the system. DOWC will not be reimbursing customers for these tanks.

We will be taking second round water samples tomorrow, 4/4/2023. We expect to be able to issue a cancelation of the Do Not Drink Order by Friday, 4/7/2023, assuming the results are favorable. We will issue the cancelation when the State allows.

PINE FLAT: Field personnel poured concrete supports today to reinforce the area around the Oakwood Road Bridge where they plan to replace the 2” mainline tomorrow, 4/1/2023. Tomorrow’s work will depend on the weather. This will be a semi-permanent fix, depending on Tulare County’s repair or replacement of the bridge this fall. Replacing this line will restore service to most customers on the following streets:

  • Cedar Brook Trail
  • Green River Trail
  • Old Crow Trail
  • Capinero Drive
  • Fern Place
  • Pine Flat Drive between Capinero Creek and Oakwood Drive

Following the repair, three homes located off Capinero Creek will remain off as we work with those customers individually to replace their services and meters.

Pine Flat: Today our contractor replaced the broken section of mainline found yesterday, and repaired another leak found today. However, parts of the area remain off due to needed replacement of the mainline that was attached to the Oakwood Road Bridge. These include:

Pine Flat: On Saturday and Sunday, 3/25-3/26/23, our contractor replaced the 300 foot section of mainline that was damaged in the Manter Meadow Drive and Melody Lane washout. However, an additional leak surfaced, which required turning off the system to Pine Flat today. That leak will be repaired tomorrow morning, which will restore service to a portion of the Pine Flat service area. Parts of the area will remain off due to other leaks. These include the following streets, affecting 25-30 locations:

  • Cedar Brook Trail
  • Green River Trail
  • Old Crow Trail
  • Capinero Drive
  • Fern Place

As a reminder, water will be considered NON-POTABLE (non-drinkable) until lab results confirm that it is safe to drink. Samples will be taken this week following restoration.

Pine Flat: Customers may have water pressure at this time. However, another leak has been found, and the contractor cannot return until tomorrow morning to repair it. We have had to shut water off to Pine Flat again, because the leak would undermine the road base and collapse the rock around it.

Pine Flat: Our contractor will be working Saturday and Sunday, 3/25-3/26/23, to replace the 300 foot section of mainline that was damaged in the Manter Meadow Drive and Melody Lane washout.

You will be advised when service is restored. Additional breaks may be found as the system recharges.

Limited quantities of bottled drinking water are available at the Seven Oaks Market, the Fire Station, and the Mountain Top Community Church. Del Oro personnel will continue to bring water to the Market for distribution. Pine Mountain: We at Del Oro appreciate the County’s quick response, removing the rock dumped on our new mainline at Manter Meadow and Rocking K. Field personnel repaired a service line leak today on Flying T, and the system is recovering.

Pine Flat: Our contractor is working with the County to coordinate replacement of the 300 foot section of mainline that was damaged in the Manter Meadow Drive and Melody Lane washout. The contractor is optimistic about being able to replace this line this Saturday and Sunday, 3/25-3/26/23, weather permitting. 

There is currently no estimated date for restoration of service.

System Damage
 
Pine Mountain: We at Del Oro are very upset, as our field personnel advised County workers yesterday not to cover our new mainline at Manter Meadow and Rocking K. However, personnel discovered that after they left yesterday, the County went ahead and dumped rock on the new section of mainline which was replaced on Saturday, 3/18/2023, potentially damaging it. (See photo below.) While Pine Mountain still has service, the well is not keeping up. We believe that the mainline is broken again. Customers in the Pine Mountain area may lose water service this evening, if they have not already. We will be back tomorrow morning to attempt to find any new leaks, which are difficult to pinpoint due to the continued snowfall. We heard back from a representative of the County late today, and we let him know about the damage done to our new mainline. We are attempting to work with the County to resolve the situation as quickly as possible as they need to immediately remove the rock they dumped over the mainline.

The County’s temporary bridge buried our mainline there under eight feet of rock. Though our hands are tied, our contractor is attempting to work with the County to resolve the problem and restore service as quickly as possible. We will likely have a temporary line installed based on the County’s future plans for the bridge. This 300 foot section will have to wait until the next set of storms pass next week.
There is currently no estimated date for restoration of service.

Service has been restored to the Pine Mountain area. However, water will be considered NON-POTABLE (non-drinkable) until lab results confirm that it is safe to drink. Samples will be taken in the next couple of days.

Today, field personnel stopped the County from dumping additional large rocks on our new mainline sections at Rocking K and Flying T.

Pine Flat: Field personnel were also in Pine Flat today with a contractor to determine how best to replace the 300 foot section of mainline that was damaged in the Manter Meadow Drive and Melody Lane washout (see photos below). We must wait for approval from the County before replacing this section, because it is in the area of the County’s right-of-way. Though our hands are tied, our contractor will attempt to work with the County to resolve the problem and restore service as quickly as possible. Pine Mountain: Some customers in the Pine Mountain service area may have water service following the mainline replacement at Manter Meadow and Rocking K Drive. DO NOT DRINK this water. Because of the breaks in the system, the water may be contaminated, and you cannot drink it until tests come back showing it is safe to drink. 
 
Due to another break found this morning, the well is being shut off again. We will return Monday and Tuesday to repair or replace that mainline. We are working as quickly as possible to restore service to the entire Pine Mountain area, but we estimate that it will be later this week.

Pine Mountain: Due to erosion from the flooding in the area of Manter Meadow Drive and Rocking K Drive, field crews have determined that 60-80 feet of main line will need to be replaced. Del Oro personnel will be attempting to replace this line tomorrow, 3/18/2023. Once replaced, this should restore service to the Pine Mountain service area. However, water will be considered NON-POTABLE (non-drinkable) until lab results confirm that it is safe to drink. 
 
Pine Flat: Due to the road washing out near the area of Manter Meadow Drive and Melody Lane, approximately 300 feet of main line will need to be replaced to restore water to the Pine Flat area. Most of this area is covered with debris from when Tulare County road crews were trying to clear, secure, and restore roads. The damage to our main lines and wells is being assessed daily. We are working with our field crews and engineers as quickly and safely as possible to restore service to those without water. The water finally receded enough today to see some of the damage, but more rain is expected.
